A national cup, not the national cup, and – as the name implies – a minor one not one open to professional teams. It doesn't confer notability.

...and yet appearing in the
FA Vase, the equivalent competition in England, is accepted as establishing notability? Hardly seems fair --

It's not really a direct equivalent. Clubs in the FA Vase are part of the pyramid system, and generally play in enclosed grounds, are semi-professional, etc. Amateur clubs in Scotland are not part of the senior system and generally play on public parks and the like. And you will find hardly anything by way of reliable sources for most of them, beyond routine coverage of results.

Yes, there's certainly an argument to be had there, but having said that, junior football is clearly of a higher grade than the amateur game.
