He never played in the league that is qualified as fully-professional in WP:FPL and therefore does not pass notability criteria set in WP:NFOOTY. The prod was deleted with the comment saying that FC Lada Togliatti played in the fully-professional Russian First Division in 2000. That is accurate, but Ivanov himself was just on Lada's roster that year and did not play in any games himself. See http://footballfacts.ru/players/18177-ivanov-andrej-viktorovich for confirmation.
