As Jimbo points out, the Veikkausliiga, although it is Finland's premier league, is listed among "Top level leagues which are not fully professional" Wikipedia:FPL, although it is 93% professional. User:Nfitz has a good point, in that an "all or nothing" requirement excludes Finland (and for that matter, New Zealand, Wales, Northern Ireland, and Canada), while admitting players all players in a good deal of the world's minor leagues, such as America's USL Second Division. However, use of common sense is going to be something that the writers of policy must do, not the appliers of policy. If the status of Veikkausliiga were to change, or the rule were to be changed from 100% to "at least 90%", Saarelma would be able to bypass WP:PEOPLE. Until then, he cannot come in under WP:ATHLETE.
