Comment - I thought that clubs competing in their nation's cup competition would generally be considered notable. According to the article text, this club advanced to the 1/16 round of the cup competition (not sure which season because RSSSF shows Bregnalica playing another club in the 1/16 round of the 2009/10 cup). If the cup information could be verified, it seems like the club is probably notable. By the way, we also have to be careful in checking for sources that we don't confuse this club with
FK Ohrid, which is a notable club, as I have mistakenly done.

Keep - I found a reference verifying the club's 2010/11 cup performance and there are a number of Macedonian-language references available about the club. The article is a mess - I started reformatting it, but I imagine any second division club in Macedonia is notable, especially ones that feature in the national cup competition.
