With exception of proven, stable open proxies, we never block an IP indef because they change owners. Between 3 hours and 24 hours is better. If there is a history of these short blocks you can raise it to a week. For IPs that change owners very often such as AOL proxies and schools, we block for up to 6 months anonymous users only and disable account creation, leaving the template {{ anonblock}} or {{ schoolblock}}, though this should only be done in extreme circumstances. If I was you I'd go for an immediate indef block with User:اسرار as non latin characters aren't allowed by WP:U (Thank god as well because I really don't know how I'd ever remember the name let alone type it (I've copied and pasted it here!). Then on his talk page copy {{usernameblock}} to let them know (sorry for preaching this to you I just wasn't sure if you'd know which template to use!). Go for it! Hey, saw you were a participant in the Illinois WikiProject. I thought I would let you know that there is a new Collaboration Division up for the project. The goal of the division is to select an article or articles for improvement to Good article standard or higher. There is a simple nomination process, which you can check out on the division subpage, to make sure each candidate for collaboration has enough interested editors. I have a question about user names. How long does it take a user name to be approved or disapproved at WP:RFCN?
