I'd say that I used the instructions under "How to move a page" at [ [1]] and moved the page to the "(Articles)" space. I still feel new here. I didn't realize that I could create articles on my own. I felt pushed to the AFC process, but now realize that I can complete a draft and move it to the mainspace. Perhaps my workflow isn't what it should be. The article has been assessed as Start-Class, which is recorded on its talk page. Most new articles start out as Stub-Class or Start-Class and then attain higher grades as they develop over time. You may like to take a look at the grading scheme to see how you can improve the article.

The Arbitration Committee is the panel of editors responsible for conducting the Wikipedia arbitration process. It has the authority to impose binding solutions to disputes between editors, primarily for serious conduct disputes the community has been unable to resolve. This includes the authority to impose site bans, topic bans, editing restrictions, and other measures needed to maintain our editing environment. The arbitration policy describes the Committee's roles and responsibilities in greater detail.
