Given the repeated recreations and the importance of adhering to Wikipedia's guidelines, I would greatly appreciate it if you could take a look at the sources and the information I have compiled on Davinder Pal Singh. I genuinely believe that he meets the notability criteria due to his significant contributions to digital preservation and cultural heritage through the Panjab Digital Library.

At the moment, it is still possible to make use of the draft review process. I would suggest doing so. I would also suggest taking care to scrupulously avoid any words in the previously mentioned guideline, any synonyms or anything even remotely similar in tone. Every time it is rejected means it is less likely to be accepted in the future, and more likely that even the draft review process would be no longer available to you. As for notability, if you think you've got it, put the best three sources you have there and we'll see. Someone else will tell you if it meets the four requirements.
