The Hopewell Bureau of Police, better known as the Hopewell Police Department (HPD), is the primary law enforcement agency servicing 302,591 people living in City of Hopewell, VA. The headquarters location is located at 300 North Main Street, the Hopewell Police Department serves a jurisdiction of approximately 321.7 square miles (833 km2). The Department employees 1,875 sworn employees, and 525 civilians. The department operates out of 6 stations (precincts) plus a roving precinct that has officers that freely move around the entire city and will locate to a precinct as call volume warrants.
Organization
The Chief of Police is John F. Keohane, formally a Major for the Richmond Police Department. The Deputy Chief of Police is Robert Skowron, formally a Captain with neighboring Chesterfield Police Department. In June of 2013 the Hopewell Police Department, for the first time, became a state accredited law enforcement agency through the Virginia Law Enforcement Professional Standards Commission (VLEPSC). Patrol Services Division

The Patrol Services Division is responsible for general patrol and field operations. This includes the protection of life and property; apprehension of criminals; use of the problem-solving process to address chronic crime and disorder problems; providing law enforcement personnel with support that is consistent with strategic operational plans; and enforcement of traffic laws and ordinances. Currently the department uses a variety of different patrol vehicles with the ranks of supervisor and below using mainly one of four vehicles, the Chevrolet Caprice PPV, the Dodge Charger PPV, the Ford Crown Victoria Police Interceptor (being phased out), and the Ford Police Interceptor. Command staff within the Patrol Division (Lieutenant and above) use mainly SUVs including the Chevrolet Tahoe, the Ford Explorer, and the Dodge Durango. The department patrol division also operates a motorcycle unit in the warmer months and uses a mix of Harley Davidson and BMW motorcycles. Officers assigned to traffic detail may use several other cars including the Chevrolet Camaro, Dodge Challenger, and the Ford Mustang. The department also maintains a mounted unit which consists of twenty officers and horses and will be activated at various times throughout the year. Investigation Services Division

The Investigation Services Division is to provide investigation services to all crimes occurring within the City of Hopewell. The Division also includes crime scene investigators that specialize in collecting evidence, such as DNA evidence through blood, hair, and other bodily fluids, in the event of a major crime. The Crime Scene Investigators also specialize in reconstructing crime scenes, etc. While the Patrol Division is usually the division that gets the criminals off the street it is the Investigation Services Division that works to keep the criminals off the streets. The unit also includes the Traffic Crash Investigation Team whose job is to reconstruct accident scenes where someone was either killed or seriously injured. The department is also a member of the Central Virginia Narcotics Task Force, which is a cooperative effort between federal, state, and other local law enforcement agencies. The mission of the Support Services Divison, commanded by Capt. G. Costanzo, is to provide quality service to the citizens of the City of Hopewell and the members of the Hopewell Police Department. The Support Services Division is comprised of both sworn and civilian personnel. The department is also a member of the Central Virginia Narcotics Task Force, which is a cooperative effort between state and other local law enforcement agencies. Functions of this division include:
