No. Illinois Central has not operated trains since 1999, which is the point in saying that it stopped operating in 1999. Existing as a paper company doesn't count as an operating railroad; CN has operated the IC lines since 1999. Also, what on earth is your signature???

Your signature is in violation of our
rules on signatures. It is excessive in length and makes discussions very difficult to follow. It needs to be changed. And once again, Illinois Central isn't an operating railroad, it's just a shell corporation used by CN for its U.S. operations, as I already explained.
