I don't find that characterisation in any of the two cited sources. As for the attribution of responsibility for the civil war, that doesn't seem relevant for the article (the crackdowns were against protesters, not Sunnis) and neither is it found in the two cited sources.

The crackdown was on the rebels in Hama and on the civilian population (presumably because much of it was suspected of supporting them), but I see nothing indicating that they were targeted merely for being Sunni or due to the inspiration of some 'anti-Sunni' ideology.
