Unlikely to this case. Their technical data is more consistent with
WP:Sockpuppet investigations/Bikrookanpurgangster but it's not wholly distinctive so

This editor recreated two pages created by sockpuppet User:राहिल खान. The pages they created are Rachana-Rhythm and Rachana Shah. Rachana Shah was deleted 12 years ago Wikipedia:Articles for deletion/Rachana Shah (2nd nomination) after deletion discussion, although it may still qualify for WP:G4. The account even triggered the edit filter with "sockpuppetry" and "editor shopping by globally banned user", with LTA, even though Btw Santhosh does not have LTA.
