  The sentence structures are almost the exact same, and I can see ways to rewrite this without losing precision. I am aware of both policies/guidelines you just cited to me, and I have asked a few of my friends if they could rewrite some of the copied phrases, and they said yes, which is my standard test of LIMITED. This is going to be an obnoxious article to clean because the PDF doesn't want to play nice with Earwig's copyvio detector, for anyone else who wants to pitch in on cleanup.
