Keep. More sibling subcategories can and likely will be created in the future. We often start with one. The parent category has 60+ entries, it's easy to see that several other countries can have similar categories. Category:Christmas traditions by country is a good example of where this can end up in a little while. Keep Categorization by country is a common way to do things, and I think it can be informative in this case, too. The fact that there is only one entry seems simply due to the fact that noone has started it earlier. Looking at Category:Easter traditions, there are a number of them where categories for other countries would make sense. • @ Marcocapelle: Thanks, good point. But together we have found now four entries. And I think this category does have potential for expansion (with WP:SMALL being the only guideline I have seen so far which councils against the creation of categories with very few members), as e.g. Easter bread, Easter fire, Easter egg and Egg hunt all have sections referring the respective versions of the traditions in Germany, and de:Kategorie:Brauchtum (Ostern) has a number of entries specific to Germany which do not yet have an English translation.
