This seems to be simply a phrase used in many contexts, certainly not unique to the US DoD. When I look at the food in my refrigerator I make an analysis of alternatives to determine what I am going to cook.

Keep I take your point, but in this case it refers to a formal methodology like Measures of Effectiveness and Risk Assessment. It is not simply a common phrase.
