The file is an image depicting the crime scene of Toa Payoh ritual murders. It is indeed a historic image, but it provides little visual identification otherwise. For example, the positions of blood stains, altars and the victims' bodies are not shown, which are critical in understanding the murders' processes. Moreover, from existing sources, it is also entirely possible to recreate a free image of the crime scene and the HDB flat's map showing such missing elements (an example being shown at c:File:Shinzo Abe and the shooter 2022-07-18.png). The file shows the polytheistic altar found during the investigation of Toa Payoh ritual murders belonging to murderer Adrian Lim (who is Catholic). The fact can be easily described by a cited paragraph, which means that the file is replaceable by text, and its omission would not be detrimental to the article's understanding of that point.

The uploader proposed that Such a sensation (placing a polytheistic altar despite being Catholic) cannot be fully described in words, and a picture is more capable of eliciting it. However, as a non-free image, it is also our obligation to avoid and minimize it's use whenever free text and files are possible. As the article has used a whopping amount of non-free images (2 for the victims, 3 for the murderers, 2 for crime scenes, 1 for the trial), some image inclusions (including this file) are excessive. The file shows the crowd surrounding the subordinate court's vehicle exit to observe the murderers of Toa Payoh ritual murders, which, as admitted by the uploader, is entirely possible to be described in and replaced by words. The case's importance among civilians could also possibly be supplemented by other evidence in text, such as how many people observed the trial. License status verification The file is the logo of Double UO Globe, a notorious heroin brand that originates from the Golden Triangle in Southeast Asia. The uploader contends that the file is in public domain because it is used to promote illegal drugs sale, which is totally groundless. (If sanctions apply to drug dealers, it could force the file into the public domain though, cf. c:Template:PD-PCP-SL.)

Depending on the brand's place of origin, it might be in the public domain locally or not. A New York Times article proves that the brand exists at least since 1970. If the unsourced Chinese Wikipedia article is true and the brand indeed originates from Laos, then Laotian copyright law applies and makes the file in Laotian public domain (1970+50=2020) (but not transferrable to Commons due to URAA). Nevertheless, more sources is needed to ascertain the logo's origin, and before we find verifiable sources, the file is therefore unlicensed. 廣九直通車 ( talk) 13:59, 13 May 2023 (UTC) reply

Keep and relicense As an illegitimate product we don't know where exactly was the logo created, but Burmese, Thai and Laotian (which are the countries covered by the Golden Triangle region) copyright laws state that copyright for anonymous works enters public domain after 50 years since publication. {{ PD-Myanmar}} (unupdated wrt. the new Burmese copyright law), {{ PD-Thailand}} and c:Template:PD-Laos (no such template on English Wikipedia) should therefore apply. 廣九直通車 ( talk) 05:41, 15 May 2023 (UTC) reply

Sorry for my misunderstanding for English Wikipedia media licensing policy. As the copyright statuses of files are determined based on U.S. copyright law, and the nominated file has yet entered U.S. public domain due to URAA, the only reason that could keep the file is fair use. The file's usage in Golden Triangle (Southeast Asia), however, is incidental to the topic of the geographical region, and used as an illustration of the region's narcotics manufacturing industry (quite likely can be replaced by text). If there were an article properly describing the brand (like on Chinese Wikipedia), then I would support the file's fair-use retention.
