Nominator's rationale: The PD Canada category was made in 2014 while the Canadian public domain photographs category was made in 2005. As both categories refer to photos that are in the public domain for Canada, I think the files in the PD Canada category should be redirected to Canadian public domain photographs instead. The PD Canada category could become a redirect too as I see similar names at
Category:Public domain images by country like PD Syria.

Support — the instructions seem to be "don't move to commons", same as parent restrictions. But that's a good idea in any case. The sub-cats of
Category:Education in the United States by city or town by state mostly use "by city". There is some sense to restricting these and the other hierarchies nominated below using "by city", as places smaller than cities will generally not have enough content to justify a separate category. Or would that work wrongly in the context of the American meaning of "city"? –

There are places within this scope that are not recognized as cities (they are towns, townships, etc.) that if not renamed should be removed from this hierarchy structure. Education is not defined by whether the place is a town or city. –
