A defined areas of land are usally confined to the territory of a state rather than an amorphous nation. Brabant and a few others would be exceptions. Better to have them with multiple measurable parents than with a single ambiguous parent.

A', as nation is somewhat ambiguous. These titles are all bestowed by some titular king, emperor, or overlord of a country so the granting country is most appropriate.--
