A very short article with no references, doesn't demonstrate notability. Not to say that this person isn't notable, they very well could be, but it it's current state this article doesn't demonstrate that

Weak keep. I cleaned up the page a little. I think he passes
WP:PROF#C1, but it's a high-citation field, most of his papers have many coauthors, and I couldn't find much about him. —

Comment. General newspapers were of little help, most hits are for Per Osland the swimmer and swimming coach.
Per Osland's CV shows that he among others is a fellow of Norway's second-most important learned society,
DKNVS.

That makes the case clearer then. DKNVS should be enough for
WP:PROF#C3. And president of the Norwegian Physical Society (also in CV) should be enough for #C6. —
