Fails WP: N. All of the sources that are currently on the page are either primary or don't provide in-depth coverage. I found a 2005 book that gives a short example of how to use Nevow and a few others that mention it in passing, but this isn't enough to establish notability. There are three books that meet SIGCOV about Nevow, but two of them have the same publisher (and theme) and they don't provide much information, and all of them mention it as a great add-on to Twisted.
