Delete. This looks like an early-career researcher who doesn't yet meet
WP:GNG or
WP:PROF. Member but not a fellow of the IEEE and ACM. Hasn't held a named chair or been an editor-in-chief for a major journal. Hasn't led a notable organization. A GS search turns up lots of articles for similar names, but I don't see any that look like they came from his field. There is one photo caption in the entry that suggests he won a notable IEEE award, but it's actually the other person in the photo who won the award.

Delete. Citation record far too low for
WP:PROF#C1 and none of the
Wikipedia:Wikipuffery in the article (minor awards, hobnobbing with more famous people, etc) adds up to any other kind of notability. —
