Statewide office is not a requirement for an individual to meet NPOL. The majority of bios on Wikipedia are of individuals who have not held statewide or higher office. His notability comes from management of two very notable campaigns for national offices (Donnelly’s senate and Buttigieg’s presidential) and his leadership of a state political party organization.

He is presented as a "political figure serving as the chair of the Indiana Democratic Party". Being the chair of a regional political party is nowhere being a notable politician.

This person, notable primarily as the chair of a state-level political party is not an automatic
WP:NPOL pass, and the article isn't referenced well enough to get them over
WP:GNG. This is not what it takes to make a political operative notable enough for an encyclopedia article. --
