I don't think that this article meets Wikipedia's notability guidelines, and reliable sources are very hard to find to support it. There is already an article on the Lebanese Arabic dialect, and the nationalist aspects of the topic of this article are already covered in the dialect article. You don't need to discuss a redirect. Per WP:BRD, you just do it.
It may be that someone reverts you, in which case you should discuss the matter with them on the article's talk page in order to seek a consensus.
Deleting the article is not done unless it should be a redlink. That's because of Wikipedia's copyright licensing provisions rather than for any internal reason, so "delete and redirect" is simply not a possible outcome; but the only difference in practice is that the previous content will be visible in the redirect's history page.
