Keep: The content is notable and the article serves to hold content split from the
International recognition of Kosovo article, where size constraints have become a problem. Other discussions on the topic have not agreed to delete the articles for the same reason, as it is the case in
Wikipedia:Articles for deletion/Democratic Republic of the Congo–Kosovo relations. Last but not least, a possible alternative before considering deletion is moving the article to the Kazakhstan's reaction to the Kosovo declaration of independence title. --

Keep. They may not have formal diplomatic relations, but so. They have a history of saying things about each other, or anyway the Kazakhs do. Yes it's covered in
International_recognition_of_Kosovo#Entities_that_have_not_recognised_Kosovo_as_an_independent_state, and since this article is short you could merge them. But why?
International recognition of Kosovo is pretty long already, and you probably don't want more than a paragraph on each entry. So you have that, then a pointer to this article for more detailed info. And there is more detailed info, couple quotes and all, but also importantly there's room to stretch and add more material if and when new events occur and/or editors want to.
International recognition of Kosovo doesn't provide room for expansion really. Not seeing the downside to keeping the article.

Really, the only cost that the article and the description in
International recognition of Kosovo might drift out of sync. But, the cost of a redirect is also very small; the page name will still exist, ready to be expanded in case new reliable sources become available to motivate a stand-alone article on the subject.

Delete. The standard for a stand alone article is significant coverage in reliable independent sources, and I'm not seeing that.
