I couldn't establish that he meets WP:BIO or WP:GNG. Tagged for notability by Truthanado almost seven years ago, notability hasn't been established by anyone else in that time. Last AfD resulted in no consensus, mainly due to poor participation. I'm re-nominating a year later to try to get consensus and resolve this once and for all - it is awful that CAT:NN, articles of questionable notability, has an almost-7 year backlog; if it is established that he is notable, then I'm happy with that.
