The coverage (references, external links, etc.) does not seem sufficient to justify this article passing Wikipedia:General notability guideline and the more detailed Wikipedia:Notability (biographies) requirement.     • Nobody is saying non-English sources are not allowed, of course they are (per WP:NOENG).
