- Keep per BD2412. Character was the subject of the backdoor pilot that spawned the NCIS franchise. Most refs in the article are indeed primary, to support the description of the character's story arc, as would be expected, but numerous secondary sources considered reliable for entertainment subjects exist that establish notability, e.g. [1], [2], [3], [4], [5]. - Merge and redirect to JAG. The only non-plot summary stuff is Harmon_Rabb#Conceptual_history - there's no reception (and the sources cited by Mdewman6 above are similar). Information on casting/character creation, without any other reception, seems to belong in the article about the show, but I don't think SIGCOV/ONEEVENT are met otherwise. All we have, really, is some TV-guide level coverage about which author will play this role.
