This appears to have been written in advance of a summit between then-US President Obama and leaders from Gulf countries in 2015. Because it was written in anticipation of a future event, I think WP:NOTCRYSTALBALL applies. But since it has happened, I think that WP:NOTNEWS is more appropriate.
