Article based on a restricted wiki with minimal support information. The article had been declined several times in the draft space and then move out of process by the original author. I could find no supporting information for this gentleman in particular. This fails
WP:GNG.

WP:GNG can find no
reliable sources, nothing mentions him apart from family history and other wiki sites.

Delete Grace's guide is evidenced from a Institute of Mechanical Engineers document, which states he was elected to the Institute as a full member, which would normally be accepted for
WP:NACADEMIC, but there is nothing else other than an other Wiki. I checked both British Newspaper online and The Times archive and nothing. I thereore have to say delete as not sigcov nor an argument for
WP:BASIC.

Keep Author of the article provides images to support the information presented, therefore making the information credible, Frank Pratt is also in the Volumes 159-160 of the institute of mechanical engineers Great Britain, his name is also present in earlier publications of the article. — Preceding

Delete Wikipedia is supposed to be based on secondary source, not primary sources such as old photographs.
