Article based on a restricted wiki with minimal support information. The article had been declined several times in the draft space and then move out of process by the original author. - Delete Grace's guide is evidenced from a Institute of Mechanical Engineers document, which states he was elected to the Institute as a full member, which would normally be accepted for WP:NACADEMIC, but there is nothing else other than an other Wiki. I checked both British Newspaper online and The Times archive and nothing. I thereore have to say delete as not sigcov nor an argument for WP:BASIC.
