"...the article claims he appears in a picture taken after the disaster but Roland said it was not him"
His family said he would often say it wasn't him in that photo because it was too painful to talk about but nobody related to him or close to him has said anything to suggest it wasn't him in that photo.
In fact, a news report on the TV last week featured an interview with his close friend, who talked about Dave being in that photo and I doubt the huge amount of media outlets who have stated as fact that Dave is in that photo for many years would have all got it wrong for all these years and it is in fact some unknown man who still hasn't been identified after all this time.
I'm almost certain that Dave is in that photo. Whether this fact and his association with the Hillsborough Disaster gives him enough notability to have his own Wiki page is another question.....

Delete. Whether he was in the picture of not, he was one of many survivors of the Hillsborough Disaster, so I can't see how he satisfies
WP:GNG.
