Delete and maybe Salt - I couldn't find significant coverage in independent sources, subject is not notable.
The previous AfD was correct to say delete.

Additionally, I don't think he meets anything in
WP:NMUSIC, so delete on those grounds as well as notability of persons.
Finally, it seems like this page has been repeatedly created after deletion and may be a candidate to be salted per
WP:SALT. In the
previous AfD,
Ridernyc said it was at least the second time the page was created. That makes this at least the third time.

Delete high school band directors are almost never notable, and the type of localist sources we have here are even less likely to change that almost universal fact.

Delete as there is a lack of coveage in reliable sources. AllAboutJazz is not a reliable source and for example there is no bio or album reviews for him at AllMusic, imv

Delete: A previous instance was deleted at AfD in 2008, this instance was created by
WP:SPACarlosredmanmusic in 2009. Aside from passing mentions in local coverage of his school marching band, there is
a brief profile piece in New York Amsterdam News (2011) and a report of a compliment by
Jackie McLean (though I am not finding a
source for the latter), and a Q&A published at AllAboutJazz. Overall, I am not seeing the level of coverage needed to demonstrate
notability.
