I'm not sure this is a notable person. Though I can't search under any Indic language that his name might be listed under, based on Google searches for "Bimal Goswami" and "Bimal Chandra Goswami", I'd say that he fails WP:GNG and that there's no indication of otherwise meeting WP:BIO.
