Similar deletion of another non-notable administrator /info/en/?search=Wikipedia:Articles_for_deletion/Ashish_Kundra

Officer is just mid level management. Delete. Being the administrator of a Union Territory does not make someone notable by just holding the post. For non Indian editors there is a difference between Administrator and Lt Governor &Governor. The former being a bureaucratic post appointed by the Ministry of Home Affairs and the latter being a political post appointed by the President on advice by the Prime Minister and his cabinet.
