As per
WP:Number, and cross checking with
400 (number), this number is already listed on the list of interesting numbers in the 400s, and this article doesn't add much. While I must admit I did not go through the whole process of
WP:1729, there is nothing much new added by this article to the list of numbers in the 400s that are interesting.

Delete and restore original redirect to
400 (number) per
WP:TNT. There may well be interesting properties of 431 but none of the present article is salvageable. —

400 (number)#431. Correct me if I'm very wrong but there's zero point in deleting it if you're just going to create and redirect it again.--

Deleting it makes it much more difficult to dredge material out of the page history, which can be desirable if nothing in that page history is suitable.

Redirect per above. Nothing so offensive that the history needs to be deleted, yet nothing so interesting that there is even a plausible argument for a stand-alone article.
