The Arbitration Committee is the panel of editors responsible for conducting the Wikipedia arbitration process. It has the authority to impose binding solutions to disputes between editors, primarily for serious conduct disputes the community has been unable to resolve. This includes the authority to impose site bans, topic bans, editing restrictions, and other measures needed to maintain our editing environment. Hi ZackCarns,
According to Special:ListGroupRights, all users (not even just autoconfirmed ones) can "Overwrite existing files uploaded by oneself (reupload-own)".
Additionally, you are autoconfirmed (≥10 edits, ≥4 days), so you can "Overwrite existing files (reupload)", not limited to your own ones.
If possible, images should be uploaded to Wikimedia Commons. Also, I have now manually patrolled File:1928 Presidential Election in Nevada.svg; perhaps this already fixes the problem?

- The thing is that the files that I want to overwrite were originally uploaded by another user. Another user than is now banned from editing on Wikipedia.

- There is too many to name. I have created over a 100 maps that are to improve the map shapes and I can't overwrite the files because I don't have the permission to overwrite files originally uploaded by other users. I would upload them under a new name and then insert them, but for some reason, some users, users who don't even have an account and instead use an IP address, take issue with it.

- It can be any file. I cannot overwrite a file that was originally uploaded by someone else. That is what my issue is/was. I do not currently have the autopatrol right. If I did, I would be able to that, but I don't.

- No, that's wrong. Would you please provide one example so I can try to find the actual problem? I guess you already uploaded your replacement to Wikimedia Commons, so Wikimedia Commons might reject your attempt to upload a duplicate over another file. If this is the case, modifying the file (even if just very slightly) and then overwriting the file on Commons may solve the problem.

- That is what wikimedia commons says. It says "If you want to overwrite files initially uploaded by other users, please request the autopatrol right on COM:Requests for rights." That is what the issue is. All of the files that I plan on currently using have already been uploaded onto commons and I'm currently putting them into the articles that I created the files for in the first place.

- Okay, you're hitting commons:Special:AbuseFilter/290, set to "disallow" 2023-10-28T08:35:51 by GPSLeo, probably as the result of a community discussion and/or in response to a temporary surge in misuse of the feature.
- You won't be able to do anything with the English Wikipedia's "autopatrol" right in this case, and this is purely a Wikimedia Commons rights issue that can't be solved by an English Wikipedia administrator. ~ ToBeFree ( talk) 22:40, 20 February 2024 (UTC)

- The relevant pages are already liked above. This is currently not visible in the GroupRights because of technical limitations. Some of these were solved last week but some still need to be solved to replace the AbuseFilter.
