You're insistent that this isn't truly Wiccan since it isn't found in Gardner's writings, but the more commonly-encountered attitude here is people who want to claim the Triple goddess as a distinctively-Wiccan concept and shoulder aside other neopagans and Goddess movement types (sometimes they seem to want to shoulder aside Robert Graves)...
