- What kind of license would the proposed picture have? For legal reasons we cannot accept any content that is not licensed under CC-BY-SA or compatible policies, so if there is any copyright on the image it cannot be used by default. If the proposed image would be licensed under a compatible license it would be possible to discuss it as a replacement for the current image, provided that it does not violate any other policies or laws. - Also, what do you mean by "licensed, sanctioned"? Wikipedia does not exist as a medium for subjects of articles or their agents to publish their preferred versions of content, and you would have no more right to determine what goes in the article than, for example, the editor who uploaded the existing picture.
