Added a language revitalization section back to the Tongva article

Djembayz has given you a Carrie Bethel basket! Handwoven Native American baskets promote WikiLove and hopefully this one has made your day better. Spread the WikiLove by giving someone else a Carrie Bethel basket, whether it be someone you have had disagreements with in the past or a good friend. And, best of luck with bringing back the Tongva language! I restored a trimmed-down version of what you wrote, with citations, so it should be more likely to remain in place ...
