Because, Salvatore Burruni was stripped of not only WBA title, but also WBC title, in November 1965.

The World Boxing Council has withdrawn its recognition of Salvatore Burruni, of Italy, as world flyweight champion and authorised a match between Horacio Accavallo (Argentina) and Ebihara Hiroyuki (Japan) for the title. The council said it acted after Burruni ignored its recommendations and insisted on a title defence against Rocky Gattelari, of Australia."


And, "Burruni vs. McGowan" was not authorized by the WBC.

Spota said Horacio Accavallo (Argentina) was the only world flyweight champion recognised by the Council, having won the title against Katsuyoshi Takayama (Japan) in a bout ordered by the WBC to choose a new champion."
