While I'll be the first to admit that the stub I threw together needs amplification, it cannot be rejected as a "neologism". It's an obscure term used in spectroscopy for decades. Besides Mitchell and Salvaggio 2003, a quick
Google Books search yields instances dating back to the mid-twentieth century. I first ran across the term during a search of the Canadian National Defence catalog of publications.

Partial action blocks are now in effect on the English Wikipedia. This means that administrators have the ability to restrict users from certain actions, including uploading files, moving pages and files, creating new pages, and sending thanks.
