This is not true. I take time to review the page in question and then decide. In fact, many times I have been the first to vote or have voted against majority. Examples
I am a quicker decision maker! I am not breaking any policies. I read quick and make decision quick. In each instance i have made a good decision on how I want to vote on them. If there such policy that I am not aware of where we need to spend a certain amount of time before we vote again, please point me to it.
