If you submit a draft for review by Articles for Creation reviewers, the reviewer will take care of the redirect, normally by tagging the redirect for deletion. You do not need to worry about what will be done with a redirect. It may be deleted, or a hatnote may be inserted into the draft article to take the place of the redirect, and then the redirect will be deleted.
