Kangvai Bazar is a stretch of road of about 2km that runs from Imphal Valley into the Kuki-controlled hills of Churachandpur. This former market town now serves as an unofficial border between these two regions. Moving through it today, one can see only destruction all around. Homes and shops have been flattened and torched; charred remains of vehicles are everywhere. It is like crossing the site of a natural disaster. The bazaar is entirely empty, except for the vast number of troops who now occupy this ghost town. The distance of this stretch of road might measure just a couple of kilometres, but there are at least 15 checkposts, each manned by heavily armed men. We step out again and again, to show our credentials and provide our reasons, the Army constantly checking to see if our driver, a member of the Meitei Pangal, a Muslim group that has remained neutral in this conflict, is indeed from that community. The Meitei Pangals are probably the only group in the state that can travel between these two regions today unharmed.

There have been regular demands for improving infrastructure in the hill districts, but to no avail. The deprivation is visible to anyone who visits these regions, be it the extremely poor roads or the complete absence of streetlights in towns. It is the result of historical neglect—neither the princely state nor the colonial authorities attempted to improve the lives of people in the hills, despite extracting tribute and taxes from them. This did not improve following Independence. For instance, the entire town of Moreh, an important trade entrepôt on the Myanmar border, had only one functional ATM when I visited in early July. Saikul, the largest subdivision in Kangpokpi district, has just two health centres, each staffed by fewer than eight doctors and nurses.

Kangvai Bazar is a stretch of road of about 2km that runs from Imphal Valley into the Kuki-controlled hills of Churachandpur. This former market town now serves as an unofficial border between these two regions. Moving through it today, one can see only destruction all around. Homes and shops have been flattened and torched; charred remains of vehicles are everywhere. It is like crossing the site of a natural disaster. The bazaar is entirely empty, except for the vast number of troops who now occupy this ghost town. The distance of this stretch of road might measure just a couple of kilometres, but there are at least 15 checkposts, each manned by heavily armed men. We step out again and again, to show our credentials and provide our reasons, the Army constantly checking to see if our driver, a member of the Meitei Pangal, a Muslim group that has remained neutral in this conflict, is indeed from that community. The Meitei Pangals are probably the only group in the state that can travel between these two regions today unharmed.

Hearing a bundle of petitions that have sought an array of protective and rehabilitative orders, the court on August 25 shifted 27 cases being investigated by the Central Bureau of Investigation (CBI) to a set of designated judges in Assam to ensure protection of victims and witnesses, besides facilitating fair and quick trials. Of these, 20 cases relate to the offences of rape, molestation and murder of women. One of these cases pertains to a horrific 30-second video clip of two Kuki women being stripped and paraded naked by a mob that prompted the apex court to take suo motu cognisance, and the subsequent hand over of the case to CBI by the Centre on July 28. Among the other seven cases, three are for looting weapons, two for murder, and one case each for rioting and conspiracy.

Constant documentation with fabrication of history is a must now while their intellectuals are silent and their people are sleeping. This is the right time to hit when all our people, young and old, men and women, mainstream politicians and non state actors, rich and poor, are in the height of hoping for a new home, this is our time. Then let's annihilate our traditional rival on the hills and live peacefully thereafter.

[In early May] Things did not get better. Mobs led by Arambai Tenggol—a Meitei militia that enjoyed the patronage of senior Bharatiya Janata Party leaders, including the chief minister, Biren Singh, and Manipur's titular king and Rajya Sabha MP, Leishemba Sanajaoba—were scouring the city, looking for Kukis in passing cars, in houses and in hostels. The woman decided that, although the Pangals were hiding her, she would be safer among her own people. Her parents transferred some money to her account, which she was to use to pay a Pangal driver to take her to Kangpokpi, a Kuki-majority district to the north where they had found shelter.
