I've never heard of this "company" - it sounds like it's just a few guys remaking old Sierra games using a modern free game engine. It should probably be merged with Sierra Entertainment, Adventure Game Studio, or King's Quest. Not sure which/if it was in one of the books... I found it in the Hitchhiker's Guide to Technology, a track being sold on iTunes.
I checked the article and took out a lot (probably more needs to come out, but I find it's better to be cautious on the first go-around; I've gotten carried away in the past). I am afraid I am not qualified to answer your question. I have never heard of that mood, and it has a virtually nonexistent Google coverage. However, "evidential mood" and "quotative evidential" are existing concepts. It would probably require a real linguist or grammarian to tell whether "quotative evidential mood" makes any sense. I am very flattered that you think that I might be admin material, and if nominated I would definitely accept the nomination—as you say, that rollback button would certainly help me on RC patrol.
