, is a neighborhood on the West Side of the borough of Manhattan in New York City. The district's boundaries are roughly 30th Street to the south, 42nd Street to the north, the western boundary of the Hudson River, and Eighth Avenue – to the east. To the north is the neighborhood of Hell's Kitchen, also known as "Clinton," to the east is the Garment District and NoMad and Chelsea to the south. This neighborhood of manhatten has long been ignored with new development until recently. It is quickly becoming one of the fastest growing areas of manhatten for housing, hotels and other major developments. It includes The James A. Farley Post Office Building built in 1912 over two city blocks and soon to be the future site of the Moynihan Train Station. Other noteworthy landmarks are The famous New Yorker Hotel, The Manhatten Center, The Hudson Rail Yards, The High Line, The Jacob Javits Center, The Port Authority Bus Terminal, The future extension of the 7 Train subway line and the entrance and exits for The Lincoln Tunnel with access to New Jersey.

JOLTwas named by international celebrity fitness trainer Corey Hill who first moved from Ohio to 308 West 30th Street in 1999 where he started a career performing in Broadway shows. After years moving around, Hill moved back to the neighborhood in 2009, living at The Olivia, 315 West 33rd Street. He refered to the area asJOLT when frustrated with the confusion of being identified as either Chelsea or Hell's Kitchen. Hill often refered to it as "Chelsea Heights"' or "NoChea" (pronounced No-Chee) as well. Some called it "Hellsea" further leading to confusion of the neighborhood. Hill's nameJOLTcaught on by many young people moving into the area in many of the rising luxury rental buildings. New Yorkers quickly took to the name finally giving a more defined recognition to this fast developing community. Hill began telling real estate brokers, known for naming the devided areas of manhatten, to help spread the word and define this new community.

" Peep Show Row" was the name Hill called the stretch of Eighth Avenue from 30th Street to 42nd Street. This was due former Mayor Rudy Giuliani cleaning up midtown manhatten, Hell's Kitchen by forcing the porn stores and sex shops out of the area where they previously resided in old movie and Vaudville theaters. Many pop up porn stores and sex shops quickly found new homes South of 42nd street in first floor residences along eighth avenue. In order to cooperate with the new laws set by Mayor Giuliani, they often had a "front" section that covered for the back room buddy booths and sex shops.

Most recently, in January 2012,JOLT welcomed the much anticipated arrival of THE OUT NYC. New Yorks first gay urban resort featuring a hotel, club XL, restaurant, gym, spa and outdoor spaces. This gay themed entertainment complex was developed by Parkview Developers on the south side of 42nd Street and west of tenth avenue further connecting the areas of Chelsea and Hell's Kitchen known today for it's high gay population of residents, bars, clubs, restaurants and boutiques.
