The United Nations Department of General Assembly and Conference Management (DGACM) is a department of the
United NationsSecretariat that focuses on conference services, as well as technical secretariat support, meetings management and documentation management.
The Department works to ensure the United Nations runs smoothly through its various divisions, which all contribute to the operation of the Organization, from translation services, to meeting room arrangement, to the creation of draft agendas for
General Assembly and
Economic and Social Council meetings.[1]

The Department was first established in 1946 via Res. 13(I) as the Conference and General Services division of the Secretariat.[2][3]

Services
The Department provides many services to the United Nations to facilitate and enhance dialogue and cooperation among Member States. These services are provided by its various divisions:
General Assembly and Economic and Social Affairs Division (GAEAD)
This division works closely with Office of the
President of the General Assembly in order to ensure the smooth operation of General Assembly sessions, as well as any sessions of its subsidiary organs. The Division provides the head of each body a team of professional staff that assist in the preparation of, functioning of, and follow-up to the work of the body.[1][4]
GAEAD's responsibilities include:
Creating the agenda for all sessions, i.e. what will be discussed
Planning the work program of the session, i.e. a breakdown of how the session will flow
Arranging meetings of the bureau of the body, e.g. the president, the vice presidents and the rapporteurs
Preparing the procedural notes for the presiding officer, as well as maintaining the speakers list
Maintaining contact and sharing information with all relevant parties, e.g. other secretariat departments and delegations
Ensuring adherence to the rules of procedure of the body concerned, as well as giving advice on the application of the rules of procedure, conference practices and precedents
Planning and monitoring of documentation and meeting room requirements
Ensuring that draft proposals are submitted and issued in compliance to the rules of the body
Preparing the final report of the body's session
Meetings and Publishing Division (MPD)
This division works to provide all services required for the smooth operation of meetings in the various conference rooms of the United Nations. It also provides services that allow for the the dissemination of United Nations documents globally.[1][5]
MPD's responsibilities include:
Creating the seating arrangements for meetings of various bodies
Distributing speeches or documents in the conference room prior to meetings
Escorting speakers to the rostrum during meetings
Simultaneously interpreting all statements and speeches into, and between, the six official United nations languages
Providing verbatim records of meetings
Formatting, proofreading and finalizing all official United Nations documents, correspondence and publications
Providing publication services that allow for the dissemination of documents at Headquarters and around the world
Posting the electronic versions of all official documents online on the United Nations' Official Documents System, as well as on various United Nations websites
Documentation Division (DD)
This division is responsible for translation of official reports, organizational and working papers, resolutions and decisions between the six official United nations languages. It also translates all official United Nations documents, meeting records, and correspondence at Headquarters. Additionally, it provides editing services for official United Nations documents and publications. Finally, it also prepares the summary records of all meetings.[1][6]
Central Planning and Coordination Division (CPCD)
This division
Protocol and Liaison Service (PLS)
This division serves the protocol needs of the Secretariat. It works to ensure a uniform set of rules and governing codes of behavior are followed in diplomatic forums, meetings and ceremonies.[1][7]
PLS' responsibilities include:
Providing protocol coverage of all meetings of the Secretary-General, as well as the Deputy Secretary-General
Providing liaison services between all Permanent Missions, as well as the host country
Accreditation of diplomatic and general staff of Permanent Missions
Processing requests for diplomatic privileges and immunities for diplomatic personnel
Assisting in the presentation of credentials to the Secretary-General by newly appointed Permanent Representatives
Organizing of state luncheons and dinners, and other social events, hosted by the Secretary-General
Arranging for flag-raising and wreath-laying ceremonies, and for the observance of official periods of mourning
Maintaining, and disseminating, an up-to-date list of Heads of State and Government and Ministers for Foreign Affairs of the Member States of the United Nations, i.e. the Blue Book
Training on protocol usage and practices
Assisting with the preparation of official visits to Headquarters by Heads of State or Government, or other dignitaries
Advising on the practice and norms of UN protocol and diplomatic etiquette
Office of the Under-Secretary-General
This office is responsible for all financial, personnel, and general administrative matters concerning DGACM. It assists the Under-Secretary-General and the Assistant Secretary-General in discharging their duties.[1][8]
The Offices' responsibilities include:
Providing overall coordination in the preparation and revision of the departmental inputs to the strategic framework and the program budget
Providing support to the Under-Secretary-General in their role as Secretariat-wide coordinator of multilingualism
Providing secretariat services to the International Annual Meeting on Language Arrangements, Documentation and Publications
Coordinating the annual meeting of the conference managers of the Secretariat
Coordinating internal and external communication of DGACM
