In computer science, \hline is a command in the LaTeX typesetting language that specify a horizontal line.
It works within the so-called " tabular" environment, i.e., when typesetting tables. Vertical lines in a table are usually specified when declaring the table with the tabular environment.
Drawing horizontal lines outside tables in LaTeX may be done with the \hrulefill or the \rule commands.
