Outline of proposed changes

With these sources, I plan to write a brief biography with the known information about OMOCAT, and then have a section that lists their projects and collaborations. Currently OMOCAT's page doesn't exist, so my intention is to get the basics down — hopefully along with other details I may find in my research.
