City vs. Town

The difference between city or town is purely semantic and has zero legal relevance.

Technically, Texas only has municipalities, but the preferred term is City. For evidence, look at Section 5.902 of the Local Government Code, which allows "towns" to designate themselves as cities simply by ordinance.
