California: Southern California Template‑class

This template seems to be in search of purpose. Due to the vagueness and inconsistency of the term "South Coast," and lack of any consensus on what defines the "South Coast," I am sort of opposed to any expansion of the use of this template as it currently stands. I would propose moving this template to "Southern California," since there doesn't seem to be a template of that name and scope. This template would also need to be expanded to include an appropriate amount of broad, high-level (as opposed to very detailed) Southern California article links.
