Oppose I prefer to the current title. It indicates what the function of this template is. (ie. it isn't a top banner, like {{
project}} is) I could see someone in the future creating a topbanner for such pages, using the proposed name. And almost nothing transcludes that redirect at "outlines". --

Non standard footer
Footers normally to a grouped collection of Wikipedia articles. Particularly when that group would list each other in the 'See also' section. This however points to several locations on the same portal page. What is the advantage over just using {{portalbar|Contents/Outlines}}
